Composite index of urban fragility
L’Urban Fragility Index (Ifc) is a composite that measures the exposure of municipal areas to natural and anthropogenic risks and critical conditions associated with the main demographic characteristics of the population and the economic production system.
The index is a combination of 12 elementary indicators that characterize the main dimensions of municipal fragility (territorial, environmental and socio-economic).
The individual indicators of each municipality can be viewed
It is possible consult the values ​​associated with each of the 12 indicators for each municipalitythose:
- the percentage frequency of the surface of areas with high and very high landslide risk on the total urban area;
- percentage frequency of consumed land on the total municipal area;
- accessibility index of basic services;
- High motorization coefficient of emissions per 100 inhabitants, which is calculated as the ratio of cars in circulation with the highest polluting emissions (Euro categories 0 to 3) and the resident population on December 31 of the reporting year;
- undifferentiated collection of municipal waste per inhabitant;
- The percentage ratio of the municipal surface covered by terrestrial protected natural areas to the total surface of the municipality, which is included in the Official List of Protected Areas (EUAP) or the area of ​​the Natura 2000 network (SCI/ZPS/ZSC);
- Adjusted population dependency index, calculated as the percentage ratio between the young (age 0-19) and the elderly (age 65 and over) and the population age 20-64;
- The percentage frequency of the population aged 25 to 64 with a low level of education.
- employment rate 20-64 years;
- population growth rate;
- the density of local industrial and service units per thousand inhabitants;
- Percentage frequency of workers in local units with low nominal productivity of sectoral employment in industry and services.
Followed the methodology
The data is accompanied by a methodological note which describes how the composite index is defined, as well as metadata about the description, calculation formula, units of measure, and sources.
The methodology used, the Mazziotta and Pareto Index, assigns to each municipality an index value that is comparable in historical and territorial series, using Italy’s value in 2018 with 100 as a reference parameter. Municipal fragility index values ​​are expressed in ten. groups (the highest being the most fragile) and refer to urban geography as of December 31, 2021.
